The Role of Civic Community in Realising Inclusive Employment Opportunities for Persons with Disabilities: a Case Study of the Sehati Organisation in Sukoharjo

This research analyses the role of the civic community in realising inclusive employment opportunities for persons with disabilities, using the Sehati Organisation in Sukoharjo Regency as a case study. Employing a qualitative approach with a case study design and Talcott Parsons' Structural Functionalist theoretical framework (AGIL), this study finds that Sehati functions as a compensatory subsystem amidst the dysfunction of the formal labour market. The organisation executes four systemic functions: adaptation (aligning skills with the needs of the garment industry and mobilising funds); goal attainment (advocating for rights and economic independence, despite minimal absorption by the formal sector); integration (building internal cohesion through community enterprise groups and external strategic partnerships); and latency (transforming members' mindsets and employing cultural approaches to erode stigma). However, its effectiveness is hindered by persistent cultural stigma in workplaces that remain exclusive, alongside the organisation's limited financial resources. In conclusion, achieving substantive employment inclusion requires not only skills-enhancement interventions, but also the reform of industrial culture and the strengthening of financial sustainability for supporting organisations.
